I made the x86 builds as they was missing anyway. They're here http://windows.php.net/downloads/pecl/releases/uploadprogress/ .
@AlaNDGT, where do you have x64 PHP builds from? May be you can ask that guys to build the x64 uploadprogress. Otherwise just follow the link posted by Ferenc and you can make it yourself.
