it is on the package edit page, on the right side of each versions. http://pecl.php.net/package-edit.php?id=852 maybe you confuse it with the package delete link, which I've recently restricted to the pecl admins after I had to manually restore packages from backup after two different maintainers mistaking it for removing the release?
