[PECL-DEV] php_get_nan() returns NAN with sign bit set in Windows

Is there any particular reason why this is? The sign on the return value
for this function is rather inconsistent. NAN is also negative when it's
(0.0 / 0.0). atof("NAN") yields a positive NAN meanwhile.
