[PECL-DEV] Adding php module in PECL

Hello,

I want to add my php module in PECL repository. Kindly guide how to upload my 
module in PECL and make it a php extension.Are there any permissions that I 
need to get approve for this and what are the restriction in uploading a new 
module in PECL/PEAR.
