bug with Website problem(even though in this case it was an operation
problem, but as a reported you don't have to care about that) if there is
no open report about the same issue.
Either its not fixed or its broken again.
Also note suggestions for filing a bug in the bug tracker when the
problem is that the database the bug tracker connects to and stores bugs
in is down is less than useful.
