Hi Scott,

I am aware of the work that Evan and Bill did but it has never been well
established that phacility/xhprof was the officially new repository of
PECL/xhprof. I think many consider it as a fork, the same way than
https://github.com/FriendsOfPHP/uprofiler or
https://github.com/QafooLabs/php-profiler-extension/.

In terms of releases, none of those projects provided a PECL one recently.
I'm very glad if this could be fixed/released soon., but considered the
lack of recent commits (especially compared to other existing forks), I
have the feeling that xhprof is slowly dying.

My proposition for having the repo at
https://github.com/php/pecl-tools-xhprof is to guarantee some neutrality to
this project without promoting a company or a product, while keeping the
name and the credits to its original author (Facebook), as well as keeping
the PECL policy in terms of user roles. I would also help fixing (by
design) issues like: https://github.com/phacility/xhprof/pull/40.

Don't take me wrong, I don't want to steal anyone's responsibility or job
by proposing myself as a new leader, I just wish the above concerns would
be taken into account and, therefore, proposed my help.
