Well, you're right.  I'm afraid, however, that nobody looks into these
account requests.  For instance, there is
<http://news.php.net/php.pecl.dev/13402>, which has not been rejected
for nearly a year.

How might I get karma to handle those outstanding PECL account requests?

A php.net account would also be required for documentation purposes, if
the docs should be available in the PHP manual, though.
