[PECL-DEV] PECL Sphinx package

Hi there!
Sphinx package hasn't been updated about three years. If there are no
active maintainers I can be the one :) because I use this package on my
main work and interest in improvement of it.
P. S. If it metters I'm currently maintain redis package so I have some
expirience with php extensions.
