MIT is fine. The main goal is: No *GPL

That's a question we usually answer after having seen the code :-)

Yes, you both should sign up for a PECL account 
(https://pecl.php.net/account-request.php), and then one of you 
can suggest the package later. Just make sure you put both of you as 
<lead> in the package.xml file (otherwise you can't publish a release).
