This was meant to be a PECL request, rather than a VCS request. I believe it may've come through this way because I ticked the "Need a php.net account?" checkbox, as I don't yet have an account at php.net. I understand this would normally be applied for separately, after the PECL account is approved. I would submit it again, but the user/email are now recognised as being taken.
