Hi Hao,

Yes, please feel free to sign up for a PECL account. Once you've heard from 
Ruslan (and he's OK with it), can you let me know the GitHub account name you'd 
like to want to use for the repo? Preferably that'd be a personal account.

If you don't hear back within a week, we can probably move forward with this 
regardless.
