I maintain the APCu extension, which already exists here on PECL. I need
an account to be able to publish new releases.

have write access to the repository (https://github.com/krakjoe/apcu/
issues/622).
I know that PIE is going to replace PECL, but since APCu is already
avalable on PECL i think this step is sensible.
