I still think that, on public policy grounds, it would be better for the user list to be controlled by users; but this would require a level of organization not present among the users at this time, for such a list, to invite company participation and make it a tolerable environment, would have to have and enforce at least minimal standards of courtesy for subscribers. The Techserv list administration does do this, but Techserv is not a user-controlled entity and has not always been responsive to such organized user opinion as has existed; further, Techserv response to flame-wars has sometimes been slow, another result of the list being monitored by a small company rather than by the user association, i.e., with a large pool of persons who could be given moderation privileges.

TechServ would be happy to give control of our forums to a genuine users group, however it would have to be a official and solvent organization with officers elected by a substantial number users from the Protel community. There are a number of small private unofficial organizations, but no such organization exists that are democratically run by the Protel community. If anyone is interested in trying to form such an entity, we'd be happy to provide a forum to do so.
Regarding forum moderation, the forums are completely un-moderated except when threads become flame wars or grossly off topic, then only that thread is moderated. Deciding when to moderate is a judgement call and it rarely fails that when we do moderate we get complaints that we should have moderated sooner and also complaints that we shouldn't be moderating at all. And of course as a small company, we can't monitor forums 24/7 so we are often going to be slow on the uptake.
A few years ago we took a survey about adding a fully moderated forum. The response was a little surprising in that the majority of respondents said they welcomed such a forum and would join but they were not willing to volunteer time for moderating or to pay any amount for someone else to perform the moderating service. We promptly dropped the idea.
We have from time to time offered individuals the opportunity to act as forum monitor and moderator. We've never been taken up on the offer but we'll make it a public offering at this time. If anyone has interest in volunteering this service, contact the Forum Administrator directly off-line.
We invite further discussion on these topics, but please take them to the OT forum.
