Not sure precisely what you are looking for.
We simply make library parts that are the drawing template on a mechanical
layer. When we place them around our PCB, we convert them to free primitives (Tools,
Convert, Explode component to Free Primitives) so that it is not always being picked
up by the cursor because it is a library footprint or part. Conversion to free
primitives also means that it is not a component that a netlist load is always trying
to delete from that point forward.

Protel DXP/2004 allows the user to print a pcb in a document layout like
that in the schematic (ie with a border and title box etc).
Is there anyway to achieve a similar result in Protel 99SE other than
creating some `custom pcb' with appropriate lines on a `mechanical layer'
and then `adding' your own pcb in to it?
