Camtastic has a facility to nominate a tool width and it will create a track around a closed polygon or track which should do what you need. I have never used it beyound a quick fiddle to see it work so I can't vouch for its reliability. That was in the Camtastic version that was given out to 99SE users a few years back.

hmm, I think when you are asking for outline you wanted to route the copper around the tracks, not route the board itself. CAMtastic can create an outline but, the PAD outlines are drawn over the track outlines, so there will be a break in the copper. So, AFAIK Protel/DXP can't do what you are after, you may find some software on the internet that can create this from the gerber files.

the same as gerber files, so a mechanical gerber file
would have the details required in it.
