hmm, I think when you are asking for outline you wanted to route the copper around the tracks, not route the board itself. CAMtastic can create an outline but, the PAD outlines are drawn over the track outlines, so there will be a break in the copper. So, AFAIK Protel/DXP can't do what you are after, you may find some software on the internet that can create this from the gerber files.

CAMtastic can produce routing files, they are much the same as gerber files, so a mechanical gerber file would have the details required in it.
