The .ddb consists of several sheets under a master sheet, in a flat heirarchy. Running Protel 99SE SP6.
I have made PCBs before using this software, but never had this problem.

The BOM process omits components with a blank "Value/Part Number" field.
I've sometimes put a period in that field when I want the part in the parts list, but don't want to have its part number show on the schematic.
