Dave, This time of year is a problem for test system builders and system integrators in general. A lot of companies try to get projects done and the holidays crowd their productivity. There may be opportunities in doing interface boards, or other special PCB's, if they are in a bind. It's one-off work, but it's usually quick. The hard part is the canvassing - you will have to cold-call these test engineering companies and try to talk to the managers. The other possibility are contract manufacturers - especially small ones where they companies or even people come "off the street" with projects. But they don't want or can't do the PCB layout. Again, small onesy-twosy stuff, but could help get you by. Some ideas, hope it helps.
