If I put a ring around the component on the "keep out" layer, it will mess
up the polygon I have on the bottom layer.  I tried putting a "No Net" ring
around the component which looks stupid.  A top layer "keep out" does the
same thing and also looks stupid.

The top layer keepout would be the way I would normally do this sort of thing. I would probably use one or more layer specific keepout fills around an sensitive parts of the design to control where the polygon should pour and where it should not. A thin strip of keepout fill is often enough to prevent the pour from encroaching into undersired spots.


It may look silly but remember that layer specific keepouts (Place-Keepout and check the choices) do not plot on gerbers.
