If HPGL, then it can probably be done in a 'round-about way by HPGL to
PDF, PDF to DXF, DXF to Protel, but it seems like a lot of bother... 

Kostas, look for a "gnu" application for pdf-todxf translation using
goggle or similar.

(Literall) type in "GNU PDF to DXF conversion" in your fav search engine
