Gopal,
        I don't know what the difference is because I don't use canned 
libraries. However I know that Protel used to have a paper that described their 
naming conventions for footprints. I did a quick search and couldn't find it 
for you but maybe you could look for it yourself on their website.
        Other than that place the parts and compare them. I suspect you will 
find differing pad sizes and or differing pin 1 locations.

Hello i have just started using protel99se and I got a
problem.I am making a pcb for atmega169 which says it
is 14mm*14mm 64 pin 1mm height etc.But when looking
for footprint protel has 3 types of 64pin TQFp with 
QFP14*14-G64/N
QFP14*14-G64/N/Y1.9N
QFP14*14-G64/N/Y1.55N
can somebody explain the difference between them.
