It has never been possible to download any full installation CD of 99SE
as far as I know.

Only the demo could be downloaded.

If you call your local Altium sales centre I am sure they can help
replace your CD media with a new one, or supply you a copy direct.

I do not think this is permitted (redistribute Altium software).
