So I would understand this is another little quirk we can all look forward to 
with DXP.

Q2:
I've seen this problem with composite layers.
It depends on the viewer but is not caused by it.
Altium uses two layers to represent filled areas and
void.
In PCAD this problem appears with TTF text style - for
example letters like O,P R D.. which have closed
outline are represented with one positive layer
(copper filling the whole area) and a negative layer
(void inside).

It might be the same in Protel but you'd better ask
the tech support.

My PCB fab uses CAM350 (if I'm not wrong) and they
read only the positive layer. To avoid the problem,
they had to remove my text and place their instead.

So, be careful with the composite layers. Contact your
fab to make sure they can read your gerbers correctly.
Fax them a printed copy of your layers just in case
(if you don't want to end up with shorted pins and
traces).
