I finally got some useful feedback from Support regarding my Composite Geber problem.
"the Composite layers were introduced in Service Pack 2 for Protel 2004. This is due to the new Solid polygon pours which use the G36 and G37 codes. The outer polygons are exported as Dark and the cut-outs are Clear, which is performed in Gerber using the layer polarity command. If you are using solid polygon pours you may also wish to look at the following knowledge base item which fixes a couple of known issue with Solid polygon pours. http://www.altium.com/protel/kb/kb_item.asp?ID=4730 To view the composite layers in camtastic we can use the View - Composite Layers - Explode Composite command. Before SP2 polygons were exported as closed polylines and filled with lines, no need to change the layer's polarity." So it looks like SP2 actually introduced a bug in the gerbers.... Even after the downloadable fix, my design still produces 'broken' gerber output. Support have taken a cop of my job in the hope of producing a fix in SP3. The simple solution is to draw all solid polygons as hatched, where track width > hatch grid.
