You have to IMPORT Gerber files. Go to File>Import>Gerber (or drill, or aperture), and select your files. Your files will open just fine.
Note that, depending on the editor/viewer, you may have to choose "all files" to display the files with Protel Gerber extensions. Some editors/viewers expect all Gerber files to have the extension ".gbr" or ".pho". The Protel extensions give you more info about the file, and they don't prevent you from importing them - you just have to train the Gerber editor/viewer.
