In Protel 99SE, you can do this with the netlist export function, and it
has a box where you can scroll through a zillion file formats.  I think
EDIF may be at the bottom.  You will get a netlist, but I can't guarantee
it will do what you want.  Some of Protel's export formats may not be
compatible with the syntax that other tools require.  But, it should be
easy to try it and see if it is close enough for you to hand edit the 
changes
or alter the schematic in some way to make it work.  Some of the formats
are VERY picky about the use of non alphanumeric characters, like slashes,
asterisks, underbars, etc.  The Protel character-by-character vinculum 
(overbar)
will drive some software crazy.
