Check you have the Sim.ddb loaded (not just Spice.ddb)- click on Browse Sch and select Libraries in the drop down menu (top left of screen). You should find BJT.LIB in the list of libraries below. If not us Add/Remove to add it. The default location for Sim.ddb is C:\Program Files\Design Explorer 99 SE\Library\Sch\Sim.ddb
