You can't import the "holes" into the PCB editor in any way that will help you with the thru-hole pads. What you are trying to do is called reverse engineering. CAM tools, such as CAMTASTIC, CAM350, and GERBTOOL, have reverse engineering capability that will make connecting pads by comparing the thru-holes with the pads on various layers.

If you are going to do everything in Protel 99SE PCB Editor, you will have to build the thru-hole pads by hand using global editing. You would have to read the hole sizes from the drill table, and use global editiing to make single layer pads into multilayer pads with the appropriate hole size.

So, is there a method by which drill information from the drill file (.TXT) can be imported into the PCB ?
