Brad,
In your "O"ptions "P"references, Options tab, uncheck the Automatically
remove loops box (center bottom).
However, this is a very handy function for editing and cleaning up
tracks. So maybe you just want to work on remembering to disable it when you
edit those special nets.

Here is on for you experts:
When routing thick power/GND tracks I will use more that one via when
changing layers.
Protel99SE has its own agenda to delete these vias because it thinks they
are unnecessary and only leaves one via.
Can I temporarily disable this feature?
