Brad- You can use the Tools/Convert command to convert selected vias to
pads or the other way around.
You could also add single layer pads to the inner layers to give the vias a
pseudo pad stack. This is a little tricker, but it can be accomplished
using selection, copy/paste, and convert. I've done this in the past for
vias within BGAs to gain better DRC capabilities.
