Gerbers can be directly imported to Protel99SE. Create a new project, then open a new PCB file. Then just batch import the gerbers.
The files have to be compatible with Protel's format, if not, it croaks. I have hand edited the header info to make it compatible. The line with the FSLAX sets the format, and if Protel doesn't properly understand that line, it will garble the whole file. Also, if the Gerber file is not RS-274X, you will have to manually enter the apertures to Protel. And, there are some programs that generate a Gerber file that is completely incompatible with Protel's way of understanding the file, such as using a different leading/trailing zero suppression or relative coordinate setting.
