Hi, I think if you try soldering such a component you may find trouble getting it to stay where you want, they'll fall over if they are plated with the same metal all round i.e. float on the surface tension of the molten solder.
Adhesive may be a better option. Does the part need to be conductive? Some pick and place systems have built in liquid dispensers. What tolerance are you after? The component will sit on a bed of solder, this will affect its height. I think this is too thick (2.54mm) for metal etching, but may suite laser cutting. You could then get the parts taped for pick and place. Machining a block with slots that suite the spacers, oriented the correct way may be a low cost way of orienting them using a vibrating table. Could the part be formed out of a much thinner material using etching, then a punch and die? I'm thinking little army helmet shaped parts. Talk to a micro machining company. The other option may be to build the spacer component into a/the PCB. Make the PCB extra thick, then mill out all the areas not required, the good thing about this is that the copliniarity of the bumps will be very precise. You pay be able to do this before final lamination & foil layers then plating to allow components, or on a layer with no outer tracks & components. What is the spacer between? Can't the spacer be built into the other object rather than the PCB - it may be simpler.
