I have been trying to create fiducials on my design (both local and global) I have been creating them by creating a pad, on the top layer: diameter = 1mm hole size = 0mil solder mask expansion = .5mm paste mask expeansion = -1mm
This creates a nice fiducial, but the polygon ground plane get too close to it (using the default cleance rules). If I use the keepout layer, I can route on any of the layers.
