Something else, which has since occurred to me, and which might permit you to
continue using Protel 99 SE on Vista (and without having to resort to using a
dual-boot setup, or an application like Virtual PC or VMware), is to take a
look through the ASCII-format configuration files associated with Protel 99 SE
(contained under the Windows folder, or whatever that folder is now named
within Vista), and see if any of them contain a list of Library files which are
currently "loaded". You might then be able to get away with editing the
contents of that file as required (while Protel 99 SE is not running, and to be
of the safe side, you should make and then keep a backup copy of that file
before editing its contents).
A bit "Mickey Mouse" even if it works (as you would need to shut down Protel 99
SE and then reopen it if you wanted to change the set of Library files after
having previously started it), but it would arguably still be preferable to
other possible workarounds...
