If you mean that respectful disagreement and discussion is not tolerated, then no, this mailing list is not touchy-feely. However if you mean that outbursts and impolite/blunt statements are tolerated, then I think no, these are not welcome on any mailing list in spite of the fact that many notable open source figures display such characteristics.
