Amin--- To help in your search for finding Canadian scholars or programs and courses in Peircean semiotics, at Toronto (Ontario, Canada) perhaps try the University of Toronto and maybe York University for some suggestions.
University of Toronto at Victoria College on their website offers a few courses in Semiotics and Communication Theory that form a minor program of study, but these courses must fall partially within other graduate degree programs. The College also often has extracurricular groups or circles of students and faculties that meet periodically to research semiotic issues and to even publish semiotic papers. York University on their website may still have a graduate degree program leading to a Master of Interdisciplinary Studies wherein the candidate can tailor their own semiotic courses under a faculty advisement to supplement any required core courses of the program. At Halifax (Nova Scotia, Canada) the Nova Scotia College of Art and Design University did offer minor courses and papers in semiotics, but its current status of semiotic studies and scholars is unclear to me. (Any graduate programs solely in semiotics is perhaps best found in American universities, but that search may not satisfy your need.)
