Dear Colleagues,

HIGH IMPORTANCE

Capt Von Der Hoeh recently attended a meeting with the US embassy in
Manila in order discuss the implementation of new stricter controls
over the issuance of US visas.

During a routine check the embassy found that many US visa
applications were submitted with invalid / incorrect information (eg,
the wrong vessel name, place of embarkation etc).

With immediate effect all US embassies will be thoroughly checking
any US visa applications submitted for seafarers.

Consequently, we must now implement a new policy regarding the
application for US visas.

Outcome of meeting:

- With immediate effect NO US visa applications should be
submitted for seafarers who are NOT joining vessels calling at ports
in the United States! Our customers will also be officially advised
that we are no longer able to provide US visas for all crew
(regardless of the vessels trade).

- Where necessary, visa applications should be applied for as
follows:

o C1 = Shall be used if the seaman will actual join the vessel in
a US port. This visa shall be issued for a one time entry. C1 visa
applications should mention the ACTUAL US agent who is responsible
for the crew change. The application should NOT mention `Globeship'
if they are not the respective agents.

o D = Shall be used for seafarers onboard vessels which are
calling at US ports (but joining in NON US ports). D visas are
issued for 5 years.

o C1D Visa = Should NOT be applied for with immediate effect.

- South American Trade Vessels = NO US visa applications should be
made for seafarers calling only at South American ports. Seafarers
joining vessels in South America shall NOT transit via the United
States (unless they are already in possession of a valid C1D visa).

- Spot Traders = Some vessels may call at US ports on short
notice. In such cases we should apply for D type visas using THE
CORRECT INFORMATION (do not use the name of any other vessel).
Seafarers already in possession of valid D type visa should of be
employed on these vessels (where possible).

Finally, please note that IF ANY US EMBASSY WORLD WIDE IS UNDER THE
SUSPICION THAT A COMPANY FAILS TO COMPLY WITH THE ABOVE THEN THE
RESPECTIVE COMPANY MAY BE BANNED FROM SUBMITTING US VISA
APPLICATIONS.

It is therefore ABSOULTY VITAL THAT ALL PARIES COMPLY WITH IMMEDIATE
EFFECT.

An official Agency circular on this issue will follow shortly…

In case of any problems / question please revert ASAP.

PLEASE ACKNOWLEDGE THIS MESSAGE ACCORDINGLY.

Brgds,

Marlow Crew Management."
