Deutsche Welle TV (although not radio) is quite good.  Radio France and
France Culture are excellent.  Those are the only two languages beside
English in which I'm competent to judge, but they're two for two -- high
quality and highly independent.  The phenomenon is certainly not limited
to the English-speaking world.
