The following letter was sent on 4 February 1994 by the
General Confederation of Trade Unions (GCTU) to friendly
international trade union organisations, in response to the
Appeal by the Confederation of Trade Unions of Armenia. The
text of the Appeal is also enclosed with this message.

To friendly international trade union organisations

Dear colleagues,

     Please, find enclosed for your information an Appeal by
one of our affiliates, the Confederation of Trade Unions of
Armenia, which we are forwarding to you at their request.
The reason behind the Appeal is the catastrophic
deterioration of the economic and social situation in the
country, enhanced by latest developments in the region.

     For our part, we hope that your Organisation, true to
its traditions of solidarity, will join us in contributing
to the attempts currently being made in order to find a
mutually acceptable political solution to the long-standing
conflict that has already caused enormous distress and
privation to the working people in the region.

ENCLOSURE: as mentioned above


                           APPEAL

     By the Confederation of Trade Unions of Armenia to the
United Nations' Organisation, Extraordinary and
Plenipotentiary Ambassadors and diplomatic  envoys of
states, accredited in the Republic of Armenia and trade
unions of all countries

    Armenia's population has been struggling through an
unbearable ordeal resulting from the 6 year-long blockade,
frequent sabotage explosions at the gas pipe-line and the
railway passing through Georgia's territory, which are the
only life-supporting means for the population.

     Under conditions of a severe winter when neither
dwellings, nor schools or kindergartens are heated, when new-
born babies suffer from cold in their cradles, it is
difficult for a human being to assess these inhuman acts by
Azerbaijani nationalists. The Confederation of Trade Unions
of Armenia, concerned over this alarming situation, urges:

I. The United Nations Organisaion to take measures providing
for uninterrupted functioning of the gas pipe-line and
railway reaching Armenia;

II. The Extraordinary and Plenipotentiary Ambassadors and
diplomatic envoys of the states accredited in Armenia to ask
their respective governments to condemn the inhuman acts and
to use their authority for rescuing the population of the RA
in this critical situation; and

III. Trade unions of all countries to raise their voice in
order to protect the Armenian people standing on the brink
of disaster.
     Trade unions, being humane organisations by nature,
should not remain indifferent towards crimes perpetrated
against a people, dooming it to hunger and cold.
