No Rich, The "second crisis in economic theory" was Joan Robinson's Richard
T. Ely lecture at the AEA in New Orleans in December 1971 (AEA Papers and
Proceedings, May, 1972, 1-9.)  There's no reference to military
keynesianism.

Herb Gintis wrote a piece for either RAdical America or Socialist Revolution
in either 1970 or 71 called AMERICAN KEYNESIANISM AND THE WAR MACHINE.  I
don't know if he used the term military keynesianism and don't know if he's
still lurking and can tell us ... Is it possible that it was first used in
the writings of Seymour Melman?  How about Jim O'Connor's _The Fiscal Crisis
of the State_?  Lots of candidates!
