I always thought that the word "neo-liberalism" was a (perhaps unconscious) effort to deal with the conflicting meanings of the word "liberalism": "liberalism" means "classical liberalism" (laissez-faire) in Europe and most other places, while in the U.S.A., it means "welfare statism."
