While President Clinton linked additional economic assistance to concrete reform measures, China is willing to provide $540 million in aid to Russia, according to Britain's "The Guardian." On 3 September, the newspaper quoted Chinese Foreign Minister Tang Jiaxuan as saying China will provide aid through the IMF. According to the Dutch newspaper "Groot-Bijgaarden De Standaard," the EU will take up the issue of the Russian economic crisis on 3 September. The possibility of adjusting credits that Russia receives under TACIS will be discussed, but a EU spokesman said that the crisis in Moscow cannot be resolved by increasing credits.
