I think there is better way to formulate this. If western imperialism had
not required a justification for intervening in the Bosnian conflict, would
it have created a publicity campaign around Serb "concentration camps".

No, there is not. That is the whole point.

Facts? Like Roy Gutman's coverage in Newsday that earned him a Pulitzer
Prize? They rely heavily on hearsay and unconfirmed claims. What's
interesting this go round is that there is much more sensitivity to
accuracy. So when NATO makes claims about Serb rape and murder, there is
much more skepticism. That's why that piece from yesterday's NY Times was
so interesting. Furthermore, in today's Times, they address the question of
proof of alleged "massacres":

upon thousands of them."

If the United States Government and its NATO allies have systematically
compiled records of the atrocities, they are not disclosing the

gathered by the journalists and representatives of private organizations
who are talking to the refugees at the borders. Instead, they have relied
-- at least until now -- on the compelling repetition of anecdotal
information
