I was thinking of two possibilities:

(1) already developing anti-NATO activities in Italy, Greece, and elsewhere
(to the lesser extent) becoming even bigger;

(2) better employment encouraging workers to demand more. (I think Carrol
argued elsewhere that workers' rebellions have often occured during
economic upticks).
