Stupidity can be an individual trait, though since (according to Howard Gardner) there are multiple intelligences, there are also multiple kinds of stupidity. Someone can be smart according to IQ tests, but really dumb in terms of other dimensions, such as practical intelligence. (Has anyone ever been to a Mensa meeting?)

Some kinds of stupidity are rewarded and encouraged and taught, so that they tend to dominate in society.
