The technical name for it is "fraud". The problem with using the technical name, though, is that when the state overtly sanctions a fraudulent transaction, calling that transaction by its proper name may sound like hyperbole. The fraud consists of representing as a "sale" what is in effect a rental. By building in the exclusive ink chip, the seller of the printer retains effectuve ownership of it.
