One immediate practical problem administration officials are facing is how to keep the Iraq economy functioning after an invasion. The senior official said U.S. dollars were being considered as a substitute currency because "you don't want to be paying people with a currency with Saddam Hussein's picture on it."

clearly, using dollars within Iraq without their express consent would violate their sovereignty. Our wise and humble leaders would never do that! Luckily, for a very small cost, they could get the US mint to print up a passle of Iraqi dinars with Bush's picture on them...
