I don't know about Brazil and Zimbabwe but, apparently, Brazil and South Africa are trying to find an answer to your question, if you replace Zimbabwe with South Africa:
Brazil & SA are regional hegemons with considerable industry. Zimbabwe is quite poor and weak. I picked Brazil & Zim deliberately, because of the power disparity and because of the geographical distance.
