Dear All

So, some Russian called Viktor Bout is arrested on the request of the US,
caught, in Thailand negotiating arms for FARC. The report went on about
fuelling conflicting around the world.

Who fuels the conflicts? the causes for the conflicts? the arms dealers? the
weapons manufacturers?

What weapons was he buying? What is the likelihood that some of these
weapons were of US origin? The US maintains it sells only to 'friendly'
states (which often turn out to be the next generation's enemy/ axis of evil
member etc), but who tracks these weapons to ensure that they aren't passed
on to the so-called 'rogue' states or terrorist/ revolutionaries etc? More
importantly, who monitors the difference between what is produced and what
goes to 'friendly' allied states? Where does the rest of the production go
after satisfying domestic need?

If it was not primarily profit driven, why woud the US not sign the ban on
anti-personal mines?

Regards,

Rui

PS: The Rwandan genocide: machetes, axes, knives etc. Puts a different spin
on arms "fuelling conflicts".
