It has something to do with our puritanical culture and, as they put it in _Seinfeld_ the difference between "good naked" and "bad naked" http://www.seinfeldscripts.com/TheApology.htm It is okay to show "bad naked" because there is no fear that you will be overly stimulated or break any biblical commandments. One can only show the proportion of suggestive, stimulating "good naked" necessary to sell beer or perfume.
