perhaps, but _in practice_, as I understand it, Keynes believed in the
full employment ("Say's Law") assumption at the time of the Tract. And
that's what counts in making him "pre-Keynesian."

(Of course, strictly speaking, Keynes could never be "pre-Keynesian."
Even John Neville Keynes couldn't do it.)
